Abstract: Developing the public transport system has been a difficult manner for policy makers and operators, however, it is a critical issue to get the real demand of different citizen’ groups towards improving the system. The issue is more crucial to handle with, in case one or more participants have no enough background towards the examined system, where they provide uncertain or in some cases hesitant responses in the questionnaire. This chapter illustrate a methodology to deal with both types of critical issues, as a methodology, the Interval-valued Spherical Fuzzy Analytic Hierarchy Process has been employed. The method takes into account the hesitant scoring and synthesizing different stakeholder group point of view. In this work, the Interval-valued spherical fuzzy AHP method has been conducted to get the main preferences for enhancing the public bus transport problem considering users and non-users’ groups. Evaluating public bus transport system enhancement is a suitable case study to highlight the new model. The city of Mersin, Turkey has been selected to adopt the proposed method, where a real-life questionnaire has been conducted. The outcomes demonstrated and analyzed in detail and the step-by-step description of the procedure might foment other applications of the model.
